Short description: This document seeks to define points of weakness in the application of incentives in the field of sustainable brownfield redevelopment in Europe. It also presents a new tool for use by all stakeholders, the Sustainability Assessment Tool (SAT). This tool is to be used to support decisions made at the project level in the early defining stages. It is also for use by evaluators to assist in the allocation of funding to those projects that are more sustainable than others.
