Short description: Extract: The House of Lords has held that the contaminated land regime does not impose liability on statutory successors to companies whose gasworks caused contamination. In overruling last year’s High Court decision, the Lords resisted allowing the ‘polluter pays’ principle to give an extended interpretation of the legislative language.
