This report aims to contribute to the discussion about plausible future developments relevant to the wider European region and to stimulate medium to long-term thinking in policy-making circles. It does so by sketching some of the key environmental concerns for the pan-European region based on the EEA's Europe's environment — The fourth assessment, and by highlighting some of the many uncertainties the future holds.

An important reflection of where and how natural
resources are used is given by land-use patterns. In
the EU, agriculture covers almost 55 % of all land
area: arable land and permanent crops account
for almost one-third, while pastures and mosaic
landscapes add more than 20 %. Overall, the area
of agricultural land in the EU and across much of
the pan‑European region has decreased in recent
decades although the management of remaining
areas has intensified. In EECCA, parts of the EU-10 and SEE, privatisation and economic restructuring
have led to land abandonment, greater rural poverty
and emigration from rural areas. These two trends
— intensification and abandonment — are currently
unfolding side by side.
