Short description: Alternatives to European Framework Programmes are needed to increase funding for collaborative research in Europe. The European Commission has started to support European Research Area Networks – ERA-NETs – as one possible route with the launch of the Framework Programme 6 (2002 – 2006). Looking for such alternatives SNOWMAN, an ERA-NET on sustainable management of soil and groundwater under the pressure of soil pollution and soil contamination, started with a rather broad scope of goals.
Long description: SNOWMAN has come a long way since its launch in 2004 until June 2009. The SNOWMAN ERA-NET was the first action to improve the cooperation between the national RTD programmes in the field of contaminated soils. SNOWMAN has developed a mechanism for transnational cooperation in research funding, and principles describing how to implement these via coordinated calls for research. The theoretical background has been studied in practice by launching two transnational calls of which the first led to six European project consortia being funded – these projects are almost finalised at the time of this brochure’s publication. The second call, launched in January 2009, should be in the phase of project funding recommendations being made by the Call Steering Committee, the same time. A start of the projects themselves is expected at the end of 2009. In 2005, the SNOWMAN Navigator surveyed the national funding programmes for research on contaminated soil and groundwater in Europe to answer the questions asked at the beginning of the ERA-NET project: What do we have? Which research programmes are on stage? How do they overlap? What hinders co-operation? What are the contents to be focussed? The conclusions of the Navigator: “Improve European cooperation”, “Contaminated sites are still a problem”, “Funders do not know each other” and “Disseminaton of research knowledge is a major task” lead to some future recommendations from SNOWMAN. While the content of the SNOWMAN Navigator is only available in electronic format, the Vision Paper and Research Programme are included in this brochure for your information. The SNOWMAN ERA-NET will terminate at the end of June 2009. Based on the experience gathered, the partners of the SNOWMAN ERA-NET have decided to continue their cooperation beyond June 2009 by launching a new network called SNOWMAN, again. The slogan of this network will be “Knowledge for Healthy Soils”
