I-) NATIONAL GRANTS     
     
In Turkey, around $100 Million public funding is provided annually for academic research.  It should be noted that, because of the funding mechanisms, personnel 
costs of research are not included in this amount. TÜBİTAK’s academic research support programme, although represents less that 10% of the total
public funding, is considered as the most prestigious grant among academic circles. TÜBİTAK runs its academic research support programme through 8 Research Grant Committees, representing various areas of specialization. These
research grant committees fund and monitor national research projects, and co-finance international projects in relation with bi-lateral agreements.
They also provide support for the establishment of centres of excellence, called research units, within institutions where appropriate R&D potential and
intellectual capacity is available Another funding source for academic research is by the State Planning Organization (SPO), which represents about 40% of the total public funding for academic
research. The main function of the SPO is to prepare, coordinate and follow-up the Five-Yearly Development Plans, which contain actions for the research,
technology development and innovation related issues for the period in question. Along with the targets set in the Development Plans, SPO provides financial
support for research projects and also for building research infrastructure in public universities Ministry of Finance provides a research fund to each public university, which represents around 40% of the total public funding for academic research. The remaining public funding for academic research comes from various ministries and state departments in the form of contract research The principal
motivation for the establishment of the Technology Development Foundation (TTGV) was to provide financial incentives to the private companies in order to
promote their innovative R&D activities. TTGV, a non-governmental and nonprofit organization, was founded in 1991, through a TÜBİTAK -led joint initiative
from the public and private sectors. II-) INTERNATIONAL COOPERATION TÜBİTAK is given the responsibility of representing Turkey in almost all the international scientific and technological events. The international
cooperation dimension therefore gains importance in the entire activities of the Council. The Department of International Cooperation is responsible for
running the international programs of TÜBİTAK. These fall into the following three general categories: · Bilateral Cooperation · Cooperation with Regional and International Organisations · Cooperation with European Union (EU) Bilateral Cooperation and Cooperation with Regional and International Organisations are carried out by the Directorate of Bilateral and Multilateral
Relations attached to the Department of International Cooperation. a. Bilateral Cooperation There are numerous bilateral cooperation agreements in science and technology with various countries, either at inter-governmental on inter-institutional
level. Within the framework of these agreements, joint research projects are funded and monitored; activities such as scientific meetings, exchange of experts,
scientific visits etc. are financially supported. TÜBİTAK also takes part in the inter-governmental meetings involving science and technology and
in the drafting of the resulting documents. b. Cooperation with Regional and International Organisations Turkey participates actively in various European research schemes such as COST (European Cooperation in the Field of Scientific and Technical Research),
ESA (European Space Agency), ESF (European Science Foundation) and EMBC (European Molecular Biology Conference) beside regional organisations such as
BSEC (Black Sea Economic Cooperation) and ECO (Economic Cooperation Organisation), as well as international bodies such as NATO, OECD, UNESCO etc. Participation
of the Turkish scientists in the activities organised by these organisations is again supported or monitored by TÜBİTAK.
