Project objectives: 
The main objective of the ADVISOR project is to provide an integrated project evaluation framework and methodology for the sustainable governance of Europe's 
river basins. The process of evaluating water-related projects is critical in the context of sustainable river basin governance: many evaluations to date 
have failed to account for sustainability concerns, while the Water Framework Directive itself does not provide extensive guidance to the river basin authorities. 
 ADVISOR aims to develop a set of guidelines for EU river basin authorities and agencies describing an integrated project evaluation process, establishing 
criteria for assessing the 'sustainability quality' of an evaluation process and providing a number of practical tools to implement the proposed guidelines.
Project Summary: 
The project was divided into two tiers and four work packages. Tier 1 ran from months 1-30 and included WPs 1 and 2; tier 1 investigated the experiences of river 
basin project evaluation in different case study areas and culminated in 'Integrated Theory' of the project evaluation process in an EU river basin context. 
Tier 2 included WP3 and consisted of the testing and development of evaluation methodological tools in 'field cases' of ex-ante integrated project evaluation, 
culminating in an 'Integrated Methodology'. WP4 synthesised and disseminated the results.
