This report describes Deliverable 2.3 and 2.4 of the EU WELCOME project. Both deliverables are related to the development of a methodology to assess risk man-agement scenarios for the Rotterdam megasite. Therefore, they are combined in one report.
In deliverable 2.3 risk-function and risk reduction measures are worked out. For the Rotterdam megasite, this includes an outline of the situation without taking into ac-count measures as presented in deliverable 2.1 earlier 1, as well as the formulation of risk management objectives and the potential for risk-function and risk reduction measures according to the risk-based approach.
In deliverable 2.4 management options are described. Three basic types of risk management scenarios, which are focussed at different parts of the source-path-receptor chain, are taken into account to observe differences in the long-term effec-tiveness in terms of risk reduction. The results presented here will contribute to un-derstand the long-term effectiveness of these three basic risk management scenar-ios.
