Sediments in many harbours and connecting channels of the Great Lakes have been negatively impacted by industry, agriculture and by atmospheric deposition. In 1985, the International Joint Commission (IJC), a binational agency designated to watch over the shared resources of the Great Lakes, identified 43 Areas of Concern (AOCs), which all had problems with the occurrence of contaminated sediments. Contaminants of primary concern (toxic metals and persistent organic contaminants) are mostly associated with fine-grained sediments in low-energy areas, which occur in harbours, bays and river mouths.
