Extract: The Commission’s Services have decided to launch a study into the
risks of the present remaining uses of lead over time as an input to a discussion on the
need for a further reduction of the use of this material. TNO was asked to perform this
study. The following elements have been addressed:
• Effect assessment: derivation of NOAELs (human) and NOAECs (environment);
see Chapter 2;
• An inventory of lead uses, trends and emissions in the EU, divided by product
group; see Chapter 3;
• Preliminary risk assessment (see Chapter 4);
• Overall summary and conclusions (see Chapter 5).
It should be noted that the study is not meant as a comprehensive risk assessment. Its
main goal is to map the current lead flows and emissions in the EU, and to give a
preliminary insight into current and (due to time lags in dispersion) future potential
risks. The main purpose of this study is therefore to indicate where questions with
regard to risks are still outstanding rather than to unambiguously identify situations that
could pose a risk. The main aim is to help the Commission’s Services to decide if a
more comprehensive, formal risk assessment on lead is necessary.
