In 2000, one of the authors challenged the traditional approach of revitalizing areas impacted by multiple brownfields on a property-by-property basis. He argued that single brownfield properties, redeveloped in isolation and surrounded by unremediated properties, missed the efficiencies gained by a multi-site remedial response and the synergistic economic activity on nearby properties such a response could offer, two elements that could make reuse of less attractive brownfields viable. This Article examines how successful the BDA (NY clustering approach) has been in capturing the projected benefits of a clustered approach, including technical advantages, public participation benefits, and enhanced options for reuse.
