This Communication presents an initial set of policy options at European, national and regional levels to address and mitigate the challenge posed by water scarcity and drought within the Union. The Commission remains fully committed to continuing to address the issue at international level, in particular through the United Nations Convention to Combat Desertification and the United Nations Framework Convention on Climate Change.
