The purpose of this guidance document is to help officers and members in local authorities to
think through and then advance their approach to public participation. The document does not
tell you what to do but is designed to help you make choices. Local circumstances and
conditions will influence those choices, as will a range of other factors specific to the politics,
management and broader context of each authority. Each authority needs to think through
what is appropriate for itself and its citizens.
What is offered in this guidance document is a focus on how to develop a more systematic
approach to participation within local authorities. There are other guides which provide
information on the variety of participation techniques and good practice. (For a guide to the
guides plus details on other sources of information about participation see Appendix). The
particular contribution of this guidance document is to ask local authorities to take a
step back and examine strategic issues and the overall impact of participation.
