A total of 69 responses was received in England and Wales. Most were from representative bodies or trade associations reflecting a broad spectrum of land-user, industry and environmental interests. Others were from governmental agencies and non-departmental public bodies, researchers and the finance/insurance sector. In addition, 19 responses specific to Scotland were received by the Scottish Government. Again, these were from a range of sectors, particularly non-departmental public bodies, researchers and industry organisations.
