SAFEGROUNDS Learning Network is a forum for developing and disseminating good practice guidance on the management of radioactively and chemically contaminated land on nuclear and defence sites in the UK.
The SAFEGROUNDS project has identified five key principles for the management of all contaminated land on nuclear and defence sites. The principles have been established through a consultative process in which representatives of a variety of stakeholder groups were involved. The principles are non-overlapping and complementary and should be applied together, and form a central part of the SAFEGROUNDS ethos.
The SAFEGROUNDS (SAFety and Environmental Guidance for the Remediation of Nuclear and Defence Sites) project began in 1998 when nuclear industry committees sponsored by the Department of Trade and Industry (DTI) were discussing the difficulties of estimating and managing the liabilities posed by contaminated land on nuclear sites. A feasibility study was carried out by CIRIA, The Environment Council and WS Atkins to investigate whether and how best practice guidance could be established. The study resulted in the proposal to undertake a three-year project, to be known as SAFEGROUNDS that would:
„h Establish a learning network, to be funded by the nuclear industry and others;
„h Use the network to produce, by consensus amongst a wide range of stakeholders, good practice
guidance on the health, safety and environmental aspects of managing contaminated land on civil
nuclear sites and on defence sites;
„h Evolve into a self-standing learning network to maintain and improve the guidance in the light of
experience in using it, and taking into account regulatory and other developments.
