This report describes the results of the initial phase of the Welcome project for the
Rotterdam megasite. Based on numerous meeting with partners in the project and
stakeholders and experts in the Rotterdam region, a conceptual model has been
developed. In later phases of the project the conceptual model will be further fine-
tuned and worked out. The conceptual model reflects the direction and approach
that all participants had in mind. In addition to the conceptual model a preliminary
description of the Rotterdam megasite has been made. This description strongly
relies on pre-existing knowledge and certainly will be further extended in the cause
of this project. Both the conceptual model and the preliminary description have
been discussed in the meeting of the local team of end-users in June 2002. It was
concluded that all participants agreed to the proposed approach for the Rotterdam
megasite within the Welcome project.
