Short description: The report is a summary of a workshop on Water Framework Directive surface water monitoring networks and classification systems, held in Brussels by European Commission DG Environment on 27-28 April 2006. 80 representatives from 26 countries attended. 
Long description: The key issues discussed were as follows: 1. Monitoring are a prime consideration in designing monitoring networks. 2. There is evidence that the WFD and the CIS guidance are being interpreted differently by Member States. 3. At least some Member States have considered the confidence and precision that monitoring at the recommended frequency and scale will yield. 4. Member States have different aspirations in terms of the numbers of stations required to monitor their water bodies. 5. The monitoring and classification of very large water bodies should enable status to be accurately described and compared to environmental objectives. 6. There were mixed views on the usefulness of the CIS guidance on monitoring in the design of national networks. 7. Member States suggested that further discussion and maybe guidance was required on some other aspects of implementing appropriate monitoring programmes.
